Mahbubul Hoque
-An Educational Entrepreneur

Born in village Purbogool under Patharkandi of Karimganj District of Assam on December 1, 1973, Mahbubul Hoque did his matriculation from Karimganj with star marks, HS (Science) from G.C. College, Silchar, B.Sc(Hons) & MCA from Aligarh Muslim University (AMU) securing first class second rank in the year 2000.

Mahbubul Hoque was brought up with lot of struggle since his childhood days. He lost his father when he was studying in Class VII in the year 1981 who was a govt. service holder & the only earning source of the family. Then he started to take tuitions to bear the costs of his study, he even sold home cultivated vegetables in the market. Later he also lost his mother while he was studying in Class XII in the year 1991. To add to his woes, his elder brother also died suddenly in a tragic accident suspected to be a conspiracy in September 1998 who was partially helping him financially for his higher studies.

Although he had lucrative job offers in Multinationals & IT industry, he started his career as an Educational Entrepreneur. He started Central IT College with one computer & 4 students in the year 2001. He managed finance by assembling computers which was sold in the market to establish a computer lab which had later become the 2nd largest centre in India under SMU. That was the mere beginning, after that he did not have to look back. He continued his struggle in the field of education & succeeded to achieve milestones one after another.

In order to strengthen the education infrastructure of the North East, Mahbubul Hoque set up the Education Research & Development Foundation (ERDF) in 2005 under his chairmanship. Today, under the aegis of the Foundation, he has established the following institutions:

  • Founder & Chancellor of University of Science & Technology, Meghalaya; nominated as Chancellor of the University by His Excellency, the Governor of Meghalaya, the Visitor of USTM.

  • Founder & Chairman of Regional Institute of Science & Technology, 9th Mile, affiliated to North Eastern Hill University, Shillong & approved by All India Council of Technical Education, New Delhi.

  • Founder & Chairman of Regional College of Higher Education, Guwahati, a professional College affiliated to North Eastern Hill University, Shillong.

  • Founder of two CBSE affiliated schools at Karimganj namely Central Public School-Patharkandi & Central Public School-Badarpur.

  • Founder of Fakhruddin Ali Ahmed Centre for Coaching & Guidance, Guwahati.

  • Founder of HOQUE 20 (a scheme to fully sponsor 20 brilliant poor students for IAS coaching)

  • Founder of Centre For Educational Rehabilitation of strife affected children.

  • Founder of Prof. Qoumrul Hoque School of Education

Collaborative and R&D initiatives :

It is his passion to promote R & D activities at University of Science & Technology Meghalaya through innovations and thus he took serious step to go for collaborations with other University/ research originations/institutions since the inception of the university. On behalf of the University of Science and Technology, Meghalaya and the foundation he has signed MoU with a number of reputed national & international institutions & organizations such as Tezpur University, Jawaharlal Nehru University, New Delhi,NIT Silchar, Jamia Milia Islamia, New Delhi, Gauhati University, University of Dhaka, CSIR-NEIST, CRRI, New Delhi, National Institute Rural Development (NIRD)-NERC, North East Space Application Centre (NESAC).

Publications :

Under Mahbubul Hoque's patronage, ERD Foundation publishes different Newsletters, Journals, Souvenirs and Annual Magazines etc. for its different Institutions. Few of the regular publications RISTian, Symphony, Future Beckons, Edu-Light etc, Recently seven Research Journals were published namely- Helix+, Spectra, Binary+, Biz Explorer, Vistas-de-Society, Academia and The Legal Frontier covering the thrust areas of Humanities, Science & Technology. Under his leadership more than 300 seminars, workshops, conferences, panel discussions, carnival, Science Fair and talks have been organized to instill and instigate participants towards research which is the principal agenda to for empowerment & developed nation.

Welfare activities :

Mr. Hoque has initiated various welfare activities like Free education to poor meritorious students, Scholarships, Endowment Funds, Fellowships, Emergency treatment & medical assistance for poor & economically weaker sections of society, Interest free Loans, Marriage Loans, Awareness Campaigns & rallies/street plays, Relief drives, All religion prayer meetings etc


Mr. Hoque himself being a victim of brutal poverty during his student life, is always ready to extend his helping hand to the poor meritorious students of the underprivileged rural areas. An unique initiative emerged from the kind hearted Hoque to give free Education & fee relaxation to meritorious students belonging to families living Below Poverty Line (BPL) & economically weaker sections specially from underprivileged rural areas. More than 15% of the total students of USTM, RIST, Khairun Nessa Begum Women's College and more than 25% of total students of Central Public School, Badarpur & Patharkandi are availing both completely free education and concession too

“Empowering Women” is ERDF's another dictum. The women’s college was established at Badarpur in Karimganj District of Assam in the memory of Late Khairun Nessa, the beloved mother of Shri Mahbubul Hoque. It is worth mentioning here that Mr Hoque has always been in the forefront so far as education of the girl-child is concerned, as 33% seats are reserved for girl students in each and every institution under his foundation and his University has more than 50% girl students enrolled and 70% are female faculties.


Mr Hoque has launched Scholarships, Endowment Funds, Fellowships few among them are Prof Qoumrul Hoque Memorial Scholarship, Dr Bhupen Hazarika Fellowship, Prof. S.D Phukan memorial scholarship, U.Kiang Nongbah Scholarship, Dr APJ Abdul Kalam Scholarships for students. Every year more than 200 students get scholarships under various schemes. At present more than 700 students are availing scholarships which are equivalent to course fee. Using the benefits of Prof. Qoumrul Hoque Memorial Endowment for Microfinance more than forty persons have started their own enterprises. Khairun Nessa Begum Women's Endowment for divorce and widows is also offering benefits to more than 100 such beneficiaries.


This unique scheme is conceptualized by Mahbubul Hoque, under which 20 brilliant undergraduate students are fully sponsored by the Foundation for obtaining coaching on Civil Service Examinations. He has the vision of convulsing the North Eastern Region of India with successful IAS aspirants and hence this scheme- “HOQUE 20”.


When violence in the Bodoland Territorial Autonomous Districts (BTAD) grabbed international headlines and thousands were rendered homeless Mahbubul Hoque initiated "educational rehabilitation" of students affected by the violence. The Centre for Educational Rehabilitation (CER) was established by ERD Foundation in 2012 rehabilitating more than 400 strife affected students of BTAD in the first phase. This initiative brought together a number of organizations, institutions and individuals with the aim to induct the students in their educational institutions to make up for the loss in studies caused the violence and also to foster the spirit of national integration has been taken so that the students can continue their studies.


To impart quality education to the masses of rural areas, he started Central Public School, Patharkandi in 2008 and Central Public School, Badarpur in 2010 affiliated to CBSE, New Delhi. These schools have enabled the vast rural population of the area to aspire for quality education at an affordable cost, giving rural education a new height in those remote parts of Assam. Khairun Nessa Begum Women's College in Badarpur has also been set up with the vision to fulfill the aspirations of rural girl students of Barak Valley.


To recall the contributions of great personalities and encourage students to follow their footsteps, Mahbubul Hoque has dedicated several Academic Buildings and Roads in his own established schools, colleges and University in the memory of great personalities like Mahatma Gandhi, Maulana Abul Kalam Azad, Jawharlal Nehru, Dr APJ Abdul Kalam, Mother Teresa, Dr Zakir Hussain, B R Ambedkar, CV Raman, Tirot Sing, Srimanta Shankardev, Azan Fakir, Mother Teresa, Dr Bhupen Hazarika, Rabindranath Tagore and many others. He will dedicate more such ventures in the name of great man who have contributed in building the nation through integrity and social harmony.


Mahbubul Hoque have helped and guided many people to establish institutions. He always encouraged capable persons and organization to set up educational institutions as he believes th
at through promoting and spreading education the nation building process will be strengthened.


Mr. Hoque is the first educational reformist from the region to provide a distinguished platform to all the graduates of the North East Region to voice their concerns and opinions freely by organizing a mega-event called North East Graduate Congress (NEGC) in his Techno city campus. Currently, this event has attained the status of the largest annual event of graduate youngsters in the entire North Eastern Region. His innovations are often ground-breaking, unconventional and first of its kind. Mr Hoque is the architect behind several other flagship initiations of connecting educated youths and other concern to create a holistic, healthy learning environment leading to career guidance to students community like North East College Principals Conclave, North East Teachers Congress, ERDF Talent Fest, North East Law Graduates Conclave and North East Junior College Principals Meet, Winter Carnivals, ERDF Gyan Darshan (Live TV session at Pratidin Times), ERDF Gyanor Hafura (Live TV session at Prag News), ERDF Mobile Library and upcoming NE Inter Institution Sports Festival & NE Business Promoters Conclave. These unique events, solely conceptualized by Mr Hoque, have established a strong linkage with the institutions, teaching & learning community across the country especially the NER region and so stakeholders have designated USTM as a “People's University”. 


Because of his professional and dynamic approach more than 800 eminent personalities from Administration, Governance, Research, Academics and other diverse areas have visited his institutions on various occasions. Few of the visitors include Late Bharat Ratna Dr APJ Abdul Kalam, Prof. Ved Prakash, Chairman UGC, Shri AS Kiran Kumar, Chairman, ISRO, Governors of Assam, Meghalaya, Nagaland, Arunachal Pradesh, Vice-Chancellors of more than 25 Universities, Union Minister Shri Kiren Rijiju, Union Minister of Minority Affairs Mrs. Najma Heptulla, Chief Ministers of Assam & Meghalaya, Speakers, Cabinet Ministers, Director of IIT, IIIT and CSIR etc.

Mahbubul Hoque, in one hand takes lead for different developmental works, on the other hand, he encourages & appreciates others for their performance in good work. He identifies performers of different fields of work belonging to all sections of the society & offers them Excellence Awards from time to time to build up a conducive, competitive & healthy environment encouraging others to follow them. Every year the Foundation confers Award of Excellence namely ERDF Excellence Award, Community Leadership Award etc to those persons who has shown excellence in his/her field of work as well as contributed for societal causes since year 2005. He also took the initiative to felicitate Toppers of different examinations, competitive exams specially HSLC, HS, ACS and Civil service examinations. Every year he invites IAs topper to encourage local talents to pursue civil services.
